Sam Champion was great on WABC-TV or simply channel 7, I spent an whole summer once watching WABC-TV before he left for GMA.

Best Weatherman stateside to me is the legendary Al Roker, and here in South Wales and possibly the UK, BBC Wales Derek Brockway.
